Turning it off can be helpful when building, as it is easier to see during the daytime. The day/night cycle can be enabled or disabled (daytime only) in the OPTIONS menu, in the GAMEPLAY subcategory. The commercial areas that have a Leisure designation will continue to be active throughout the night, unless the NIMBY policy is activated. This means that a city will not be able to rely purely on solar power but will need additional power options to make up for the lost power, although boosting the Night time budget for electricity in the Budget Panel might be adequate in some cities. The Solar power plant will only produce 70% of daytime output. There will also be less wind during this time. When the sun sets in Cities: Skylines then the street lights come on and buildings are illuminated.
